Workforce Challenge

In May 2009, the national unemployment rate was 9.4% and the national jobless rate for young adults was 22.7%. Youth employment is vital to society. Employed youth stay out of trouble, spend money in their community, have a higher self-esteem and learn independence. Indiana received ARRA youth dollars designated for the employment and training of low-income youth. Governor Daniels designed a youth program that matched his vision for stimulus funds: jobs, speed and lasting value to Indiana citizens.

Workforce Solution

Governor Daniels created the Young Hoosiers Conservation Corps as a way to provide valuable work experience to unemployed low-income youth who rely on scarce summer jobs. YHCC joined multiple state agencies to provide youth with four months of full-time employment at $8.50-$9.50/hour. Youth received job experience, training, and skills for future employment. The program also taught work readiness and soft skills. The program emphasized transition to employment, education, and WorkOne services.

Outcomes & Benefits

YHCC provided needed jobs to 3,890 unemployed young people. YHCC youth earned money, gained work experience, and learned new skills. As a result, 32% enrolled in year-round WIA services, 23% enrolled or continued in post-secondary education, and 19% attained employment. US DOL identified the YHCC 2009 program as an exemplary Summer Youth Employment Program. YHCC helped prepare youth for future challenges, created a lasting gift to the state, and fulfilled the goal of the WIA Youth program.
