Meet Scott

Workforce Challenge

Scott worked for a large aircraft manufacturer for 6 years prior to his lay off in 2009. He was a Pilot, Trainer and Flight Operations Supervisor, with extensive experience in light business aircraft. After his lay off, Scott did extensive research on the future of his industry, possible employers, and next steps for his career. Through his research and networking, Scott determined that the only companies that were growing were those involved with sales/flight training for light jets.

To break into the jet field, Scott needed a new certification and a jet type rating. Through his networking efforts, Scott talked with one company that trains and certifies pilots in light jet aircraft. This company was growing and thinking about hiring a new Pilot/Trainer. Scott had critical skills in that area but not the required certification or jet type rating.

Workforce Solution

Central Oregon Intergovernmental Council (COIC) Worksource Bend worked with Scott and the employer to develop an On the Job Training contract that covered the skills and certifications Scott lacked, using National Emergency Grant (NEG) funding available via the WIB (Oregon Workforce Alliance) for people laid off from the aircraft manufacturer. The training hours at the company totaled 250 hours over 3 months. In addition the NEG paid a portion of the cost of simulator training, required for Scott to be insured in the new jet aircraft.

Outcomes & Benefits

In Scott’s words, “For me, the On-The-Job-Training program has changed everything in my career. It provided a way for me to get training that would have been impossible to achieve myself and it also greatly helped my company...OJT brought many people together: employee, employer and customer. [My employment counselor] and COIC made the process as painless as possible and kept hope alive as many people came together to benefit from the program."
