Meet Dorthea

Workforce Challenge

“Dorthea Jenkins,” a trade customer worked as an Overhead Crane Operator for twelve, (12) years. When her company closed, she was laid off. She entered the Workforce Development Center at Eastpoint on August 27, 2012. Deciding to make a career change, she was placed with a Trade Representative who provided the services she needed. The customer was offered career counseling and planning, and was scheduled to take a Reading and Math Assessment. With a passion for the medical field, the customer decided to become a Pharmacy Technician. She knew she lacked the skills and training needed to earn her certification, so she enrolled in the Pharmacy Technician Program at the FORTIS Institute in Towson.

Workforce Solution

Through the Workforce Development Center, the customer took advantage of Trade Adjustment Assistance (TAA), a program that provides reemployment services, training, job search, relocation, and support benefits in the form of Trade Readjustment Allowances (TRA) for eligible workers. She was also enrolled in the National Emergency Grant Program (NEG) which provided her with transportation allowance during her training.
While attending school, the customer expends her time in labor market research, résumé assistance, and job search activities. As a single mother she struggled to look for work in order to support her son. She attended a job fair for RG Steel workers in downtown, Baltimore in September 2012. At the job fair she filled out numerous applications for various positions, even positions with BGE. She also applied for jobs through the Baltimore County Workforce Development Centers.

Outcomes & Benefits

In her final term at FORTIS Institute, the customer was offered a full time position with BGE. She withdrew from training to accept the job offer. She was employed as a Meter Installer on May 20, 2013.
