Meet Elijah

Workforce Challenge

Dr. Elijah Clark, Jr., a U.S. Army veteran, visited MontgomeryWorks in December 2009 after completing the Professional Outplacement Assistance Center’s JUMP START program. He had been working in the academic field for seventeen years while earning master’s and doctoral degrees and was eager to return to the fields of accounting and auditing with the Federal Government. The Veterans’ Staff at MontgomeryWorks referred him to a seven month contractual position as a Veterans Green Job Specialist with DLLR at their Wheaton office, and he was hired for that position in February 2010. His responsibilities included training local workforce and other governmental agency staff on this newly-developing initiative enabling veterans and transitioning military personnel to understand the requirements for opportunities in the “green” economy. He enjoyed conducting business outreach to locate green job opportunities for veterans in and around Montgomery County. As the contractual position ended in July 2010, Dr. Clark ensured the employers he contacted were well-aware of the importance of including veterans in their recruiting efforts.

Workforce Solution

The veterans staff continued to assist Dr. Clark in reaching his goal of returning to the Federal Government in the accounting and auditing fields. They provided him with many of the tools necessary to apply for a federal job including résumé preparation, access to monthly job search seminars, and details about federal job searches including current openings at the Office of Personnel Management. Dr. Clark was hired in March 2011 by the Office of Personnel Management as an Accounting Technician in the Receivables Management Branch in Trust Funds/Financial Services, an entry-level position enabling him to return to the federal workforce. He returned to his former position in October 2011 as an Auditor within OPM, Healthcare and Insurance, Federal Employee Insurance Operations, Audit Resolution Branch. Due to his dedication and hard work, Dr. Clark was promoted to a GS-13 position in January 2013.

Outcomes & Benefits

Dr. Clark attributes much of his success regarding his return to the Federal Government and being hired by the Office of Personnel Management to the efforts of the MontgomeryWorks veterans staff. Knowing he had a goal of returning to the Federal Government, staff encouraged him and gave him many of the tools needed to be confident in achieving his goal of returning to and completing his career with the Federal Government. As a result of his return, he continues to make positive contributions to his family, community, work place, and America.
